Either one could case odd latency issues that might even briefly clear up. There could but some unwanted data being transmitted by your computer (or another device on that network) or something outside sending data to your connection. I'm thinking, if resetting the router/modem helps, even briefly, the issue is your local internet connection. It also would normally not have any effect on the path between you and ESO servers. Resetting the router shouldn't have any impact on how your PC or ESO client handle things. (mainly to see how your ISP handles your connection to narrow down what could cause issues) Then when you have to reset again due to the latency issues, go there and see if the IP has changed.
